Bioenergy to Be Favored by China’s Poverty Alleviation

With the features of renewable energy and environmental protection, biomass energy (bioenergy) has played an important role in China’s 60 million farmers’ poverty alleviation during “the 13th Five-Year Plan” and the goal of comprehensively building a well-off society by 2020. The organisers of the Chinese APBE conference and exhibition 26 – 28 of September has prepared this presentation.
A dominant way for poverty alleviation
The dominant way of poverty alleviation is to take industrial targeted measures in poverty alleviation for sustainable development. With the strong support of China’s industrial policies, biomass energy industry has been proven to bear the important responsibility and mission of poverty alleviation.
Every year about 1.25 billion tons of agricultural and forestry wastes are produced in China. If utilized as biomass to produce renewable energy products, these wastes can replace 0.7 billion tons of standard coals and reduce 1.4 billion tons of carbon dioxide emissions, which will promote more than 30 million rural labor force employment in reducing seasonal straw burning caused by environmental pollution as well as create economic and ecological benefits.
At present, China’ s completely independent innovation of biomass energy business application technology has been in the world’s leading level. China has invested and operated more than 200 biomass factories with the annual consumption of 50 million tons of agricultural forestry wastes. Each year 15 billion RMB is paid to farmers to buy fuels, which assists about 0.2 million peasant families out of poverty. During “the 13th Five-Year Plan”, we will definitely achieve remarkable results if we vigorously develop biomass energy industry by combining with poverty alleviation.
Scientific plan& design for integration between industry and poverty alleviation
Poverty alleviation of biomass energy industry should stimulate the market and lead small cities towards low-carbon and recycled economy and ecological sustainable development in order to achieve perfect integration between industry and poverty alleviation.
To optimize resource allocation and develop biomass energy projects in poor counties is the priority of realizing poverty alleviation combined with biomass energy.
1000 biomass energy projects will have been established in China by 2020 with total installed capacity of 30 thousand megawatts of biomass power generation industry plan. Biomass power project launched in poor counties can bring more than 5,000 rural labor force, which offers sustainable income for relevant families. If 60% of the jobs are available to the poor families, 3,000 poor families will get rid of poverty each year.
Biomass energy is an intensive capital industry integrated with government budgets for poverty alleviation, enterprises’ investment, social funds and long-term low interest loans, etc. Building a stable capital to provide substantial financial support is the fundamental guarantee to achieve poverty alleviation.
Formulating feasible schemes to ensure industrial poverty alleviation
1. Biomass energy projects should conform to targeted measures in poverty alleviation. First, we should know about the local poverty population and establish the corresponding database. Furthermore, priority should be given to employing the poor industrial workers who involve in the acquisition of raw materials, transportation, crushing, processing, molding, etc.
2. To encourage poor families with capacity for work to join the committee. Biomass energy project companies and the cooperative committee sign a long-term biomass raw material purchase and sale contract. The profits should be paid to the poor in the committee.
3. To actively create energy forest project with poor households. Project companies provide seed and fertilizer, and the training of plant protection technology. Project companies purchase raw materials with fair market price to ensure poor households’ stable source of income.
4. To use energy-saving technology with biomass power plant waste heat to build rural large cold storage, and provide fruits, vegetables, aquatic products, meat, eggs and so on planted by local farmers with fresh services to reduce the loss and waste and increase farmers’ income.
The above effective schemes will fully guarantee biomass energy industrial poverty alleviation and achieve sustainable development.
